Foreigners without strong ID to log in to permits.am with username and password: Ministry of Internal Affairs draft

Foreigners without access to strong identification tools will log in to the permits.am residence platform with a username and password created at registration, while Armenian citizens will log in only through strong identification. This is set out in a draft government decision prepared by the Ministry of Internal Affairs, open for public discussion on e-draft.am until October 16.
Under the draft, the decision takes effect on November 1, 2026. The text may change after the discussion, and the final rules will be set by the decision the government adopts.
If a foreigner later gains access to strong identification, they will have to use it to log in, and revert to a username and password if they lose it. Registration includes a face check that compares a live photo with the passport photo and the uploaded picture. Each person may hold only one account.
The platform is run by the Migration and Citizenship Service of the Ministry of Internal Affairs. It will handle applications for temporary and permanent residence on the grounds of study, work, business, family, Armenian origin, investment, volunteering and exceptional services, as well as applications from citizens of Eurasian Economic Union countries for a certificate confirming lawful residence.
Under the draft, a residence decision is made within 30 days. An application for the next status can be filed no earlier than 60 days before the current one expires. Applicants get 5 days to correct errors, after which the case is suspended and closed a month later. Documents are uploaded as PDF files of up to 5 MB, and foreign documents require an apostille or consular legalisation and an Armenian translation.
After a status is granted, the platform will check its grounds regularly. For work-based residents, it will query the State Revenue Committee monthly, and if no taxes are calculated for two months in a row, the data will go to the Migration Service. Anyone absent from Armenia for 183 days or more must report it through the platform within 10 days.
