Armenia’s realtor sector deepens digitalization: two Cadastre Committee drafts up for discussion

Property listing websites in Armenia that connect to the state Unified Information System for realtor activity will have to maintain average monthly technical availability of at least 99% and present information in Armenian, Russian and English. The Cadastre Committee, the state body responsible for property registration, has published two draft government decisions on the e-draft.am platform. Under the second draft, realtors, property managers and their firms will file registration applications only electronically through the same system from June 1, 2027.

The drafts implement the Law on Realtor Activity. A website owner will apply to the Cadastre Committee through the e-request.am platform and pay the state duty set by the Law on State Duty. If the site meets the requirements, the committee will add it to the list of connected websites within 30 days; if it finds deficiencies, the applicant will get at least three working days to fix them. A technical test of the link between the system and the site will take place before connection, and the list of connected websites will be published in the system.

Once the property data is checked in the system, the user will choose one or more websites and pay each site’s listing fee by bank transfer. After payment, the system will automatically send the site the property’s address, cadastral code, area, price, description, photos, the “Checked” and “Confirmed” statuses, and the date and time of the check. Personal data of the client and owner that is not meant for publication will not be shared with the sites.

Websites must display the “Checked” and “Confirmed” statuses on the main listing page, clearly set apart from other data. They will not be allowed to alter the price, area or address received from the system, assign these statuses on their own, or show a listing withdrawn in the system as active. Changes to data in the system will be reflected automatically on all sites, and in case of discrepancies the system’s data prevails. Sites must offer search by location, property type, area, price and listing status.

Owners will notify the committee of planned maintenance 5 working days in advance and of an information security incident no later than 24 hours after detection. In case of violations, the committee will suspend the site’s connection to the system. For fixable violations, the owner will first get three working days, while serious breaches of security or citizens’ rights will lead to immediate suspension. This decision will take effect the day after official publication. According to the explanatory note, no changes in state budget revenues or expenditures are expected.

Registration applications will be submitted from a personal account in the system and signed with an electronic digital signature. The system will pull data on sole proprietors and companies from state information systems and automatically verify that a realtor’s qualification certificate is valid. A person registered as a realtor will at the same time be registered as a property manager without a separate application. Sole proprietors and companies will attach a written statement that they have no conviction for serious or especially serious crimes against property or economic activity, and companies will also submit a copy of their contract with a realtor or property manager.

The authorized body will review an application within five working days and return it to the applicant within two working days if documents are incomplete. An application resubmitted after corrections will count as new, and the deadline will restart. Within three working days of a decision to deregister, the body will notify both the deregistered party and the clients who signed service contracts with it.
