Armenia’s financial organizations no longer required to publish notices in newspapers

Mandatory notices move to the azdarar.am portal and to the organizations’ own websites
The Central Bank of Armenia (CBA) has changed the way financial organizations disclose information. Under the new rules, mandatory notices that previously had to be printed in newspapers with a circulation of at least 2,000 copies are now posted on Armenia’s official public notification website, azdarar.am, or on the organizations’ own websites.
The changes are set out in six decisions of the CBA Board, No. 252-N–257-N. They were adopted on September 25, 2026, published on October 27 and take effect the day after official publication. According to the regulator, the aim is to modernize disclosure methods and bring the rules in line with legislative changes.
The changes cover almost the entire financial sector:
- banks: notices on the sale of property of banks in liquidation and on bank mergers move to azdarar.am;
- insurance companies: reorganization notices are transferred to azdarar.am. Information on the suspension or termination of branches and representative offices is posted on the company’s website within 5 business days;
- payment organizations and e-money issuers: notices shift to azdarar.am, and copies of newspapers and magazines no longer need to be sent to the CBA;
- investment sector: investment companies post information on their websites. Offers to acquire securities, information on mergers of investment companies and fund managers, as well as on the liquidation of mutual funds and the management of pension funds, are published on azdarar.am;
- self-liquidation of financial organizations: the requirement to publish in print media has been abolished.
In addition, liquidation managers are no longer required to submit a copy of the newspaper to the CBA on the day of publication. The CBA itself will send the notice to banks via the CBANet network the day after publication and place it on the homepage of its website.
For financial organizations, this means lower spending on print notices. Clients and investors will now need to look for notices on liquidations, mergers and reorganizations on azdarar.am and on the organizations’ websites rather than in newspapers.
