Tariff quotas for meat and meat product imports into Armenia in 2027 presented
Armenia’s Ministry of Economy has drafted a government decision under which a tariff quota will apply to certain agricultural goods imported into Armenia in 2027. The goods concerned are beef, pork, poultry meat and whey.
The quota covers goods imported under the customs procedure of release for domestic consumption. Goods originating in and imported from CIS member states are exempt.
In 2027 these goods may be imported only within the quota volume and only under a licence. The Ministry of Economy is designated as the licensing authority.
The procedure and forms for one-time and general licences are set by government decision N 904-N of 3 July 2025. The same decision governs how the quota volume is allocated among foreign trade operators.
The decision will take effect on 1 January 2027.
Rationale
The draft is based on Article 2.1 of the Law on Trade and Services and on decision N110 of the Board of the Eurasian Economic Commission of 25 August 2026. That decision allocated Armenia a permitted import volume. According to the rationale, the draft is intended to ensure that volume is used.
Within Armenia’s EAEU membership, the Ministry of Economy is the body responsible for non-tariff regulation, which is why licensing is assigned to it.
The document states that the regulation aims to meet the requirements of decision N110 and improve the business environment. The draft is linked to the Economy section of the government’s 2021–2026 programme, which provides for expanding and deepening trade and economic cooperation with the EAEU. The programme was approved by decision N 1363-A of 18 August 2021.
Adopting the draft requires no additional funding. No change to state budget revenues or expenditures is expected.
