Armenia’s 2027 quotas for Serbian and Vietnamese imports under EAEU agreements revealed

Armenia’s Ministry of Economy has drafted two government decisions that would set tariff quotas for 2027 on certain goods imported from Serbia and Vietnam.

The volumes allocated to Armenia for imports from Serbia are:

• cheese: 2 tonnes,
• tinctures: 5,000 litres of pure alcohol equivalent,
• cigarettes: 2 million units.

The quota for Vietnam will apply to certain types of long-grain rice (EAEU CN FEA codes 1006 30 670 1 and 1006 30 980 1). In 2027, up to 250 tonnes may be imported at a zero customs duty rate, subject to a licence.

The drafts are based on the Eurasian Economic Union’s free trade agreements. The agreement with Serbia was signed on October 25, 2019, and the agreement with Vietnam on May 29, 2015. They also draw on decisions of the Board of the Eurasian Economic Commission that allocated the permitted import volumes to Armenia.

According to the rationale, the decisions are needed to ensure that the volumes allocated to Armenia are used in full. The quotas will be distributed among foreign trade operators under the procedure set by Government Decision No. 904-N of July 3, 2025.

Import licences will be issued by Armenia’s Ministry of Economy, the authority responsible for non-tariff regulation within the EAEU.

The drafts aim to ensure compliance with international commitments and improve the business environment.

Trade with Vietnam and Serbia

According to preliminary data from Armenia’s State Revenue Committee, trade between Armenia and Vietnam totalled $581.7 million in the first half of 2026, up 26.1% year on year. Imports from Vietnam rose by 25.7% to $578.3 million, while exports increased from $1.4 million to $3.4 million.

Trade with Serbia grew from $3.1 million to $8 million. Exports to Serbia rose from $0.4 million to $3.5 million, and imports increased by 66.8% to $4.5 million.
